# Nottingham final-list exchange classification

## Status

Controlling population classification for the final Nottingham blacklist.

The historical final blacklist still contains **79 addresses**. Address type is now resolved for all 79:

- **16 exchange addresses**
  - 12 Gate addresses previously identified by FLOKI
  - 3 Hotbit deposit addresses
  - 1 LBank hot wallet
- **63 non-exchange addresses**
  - 62 linked to 42 reconstructed V1-to-V2 migration positions
  - 1 non-migrant holder whose full blacklisted balance FLOKI later returned
- **0 unresolved final addresses**

The settled 106-address blacklist contains 15 exchange addresses, 88 non-exchange addresses linked to 55 migration cases, one classified non-migrant holder, and two older unresolved addresses. Those two unresolved addresses were removed before the final 79.

Public explorer attributions used by the audit include Hotbit Deposit Funder 2, Hotbit 9, Hotbit 14, and LBank Deposit Funder. The exchange classification is reinforced by the treasury round trips, not inferred from a label alone.

## The remaining non-migrant address

`0x5c634603c58468a189c999c5ee7df5696fb319e1` is a trading wallet, not a V1-to-V2 migration address. It bought FLOKI on the market after the migration, later sent its full 601,000,000 V4 balance to the whitelisted treasury, and FLOKI returned exactly 601,000,000 V4 to a second wallet with prior two-way transaction history.

It is therefore classified as a **non-migrant holder returned in full**, not assigned to one of the 42 migration positions.

## Holder-facing accounting

Exchange infrastructure remains in the historical 79-address enforcement count but is excluded from holder/case accounting. The current non-exchange population is therefore **63 addresses**.

Among those addresses:

- **37 holder addresses** still hold at least 1 FLOKI while blacklisted.
- Those 37 addresses are all linked to **22 reconstructed migration positions**.
- Their combined restricted balance is **376,836,483,191.715262121 FLOKI**.
- No materially funded final address remains unresolved.

Treasury-flow accounting also excludes the four Hotbit/LBank addresses from the non-exchange total. Their exchange returns remain separately auditable.

## Scope

This classification identifies exchange infrastructure and the one non-migrant holder. It does not identify the beneficial customers behind Hotbit or LBank deposit addresses, and it does not create migration-position links for those exchange addresses.
